Foreword from the CEO

At Te Puna Ora, we don’t just deliver services. We walk alongside whānau, navigating the complexities of health, housing, employment, and wellbeing with aroha, manaakitanga, and a deep commitment to tino rangatiratanga. Our approach is unapologetically Māori, unapologetically whānau-first, and this report is a reflection of the value that approach brings.

This SROI report captures more than numbers or outcomes on paper. It shows what happens when systems listen, when services are designed with – not for – communities, and when support is grounded in whakapapa, whanaungatanga, and lived reality. Over the years, we’ve seen transformation: whānau who were once overlooked now standing tall with access to the care, knowledge, and opportunities they need to thrive.

 Development of the analysis

This SROI analysis has been undertaken by Habilis New Zealand Ltd, using methodology co-developed with Cubus NZ. The valuations have been developed by Habilis, using organisational and reporting data supplied by Te Puna Ora.

The purpose of this analysis

Te Puna Ora o Mataatua sits at the leading edge of healthcare thinking and action in Aotearoa New Zealand. As an organisation, it pays attention to the whole person: their whānau, their culture, and the community and society in which they live.

In doing so, Te Puna Ora is stretching the boundaries of how primary healthcare is organised and funded. Our national healthcare systems are largely orientated towards specific treatments for specific issues for individuals, and the majority of funding reflects this approach. This in turn dictates some but not all of how Te Puna Ora operates.

In choosing to act with a wider view of the person and their whānau, Te Puna Ora wishes to understand how and where it adds value – within the limitations of its data, its organisation, and the healthcare and social contracts it undertakes. The purpose of this analysis is to begin assessing that impact.

The analysis uses Social Return on Investment to begin answering the question: for every dollar Te Puna Ora spends, how much is returned?
